Do I need a CBAM XML for every shipment to the EU?
The definitive CBAM declaration is annual, not per shipment. One XML declaration covers all CBAM-covered goods imported by your EU customer in the calendar year. The 50-tonne threshold under Article 2a of Regulation (EU) 2023/956 applies at importer level across all suppliers.
What if I do not have actual emissions data and need to use defaults?
Annex I to Implementing Regulation (EU) 2025/2621 publishes default values for iron and steel per CN code and country of origin, with a table for other countries and territories. Carbon Mandate maps these defaults to your CN codes. For the number of CBAM certificates, Annex I increases the total emissions value by a mark-up of 10 % for 2026, 20 % for 2027 and 30 % from 2028.
My EU importer is asking for an XML. What does Carbon Mandate actually produce?
Carbon Mandate prepares machine-readable CBAM XML, checked against the declaration structure the Commission has specified. The Commission has not yet published a definitive annual-declaration XSD. We produce an XML declaration with the full precursor chain intact, not a PDF report or a spreadsheet template.
